Animator.SetBoneLocalRotation shows different rotation when passing the localRotation of GetBoneTransform
How to reproduce:
1. Download the attached project 'BoneRotationTest.zip'
2. Open 'SampleScene' Scene
3. Enter Play mode
4. In Hierarchy select 'unitychan' GameObject, and in Inspector change 'Test Bone' value of 'BoneRotationRester' script to Hips/Left lower leg
Expected result: The selected body part does not rotate
Actual result: The selected body part rotates
Reproducible with: 2019.4.36f1, 2020.3.31f1, 2021.2.15f1, 2022.1.0b11, 2022.2.0a8
Notes:
- Does not reproduce when 'Test Bone' is Chest, Head, Neck (and many other options)
- Chest (or other bone that does not reproduce the issue) can be selected as 'Test Bone' to see how the character model looks without any rotations

Unfortunately, after careful consideration we will not be addressing your issue at this time, as we are currently committed to resolving other higher-priority issues, as well as delivering the new animation system. Our priority levels are determined by factors such as the severity and frequency of an issue and the number of users affected by it. However we know each case is different, so please continue to log any issues you find, as well as provide any general feedback on our roadmap page to help us prioritize.
