Animator controller layers cannot be reordered and throw constant NullReferenceExceptions when trying to do so
How to reproduce:
1. Create a new project
2. In the Project window create a new animator controller
3. Double click it and in the Animator window's layer section click the "+" sign to add a new layer
4. Move the bottom layer up and observe the console
Expected result: the layers are reordered without issues
Actual result: the layers aren't reordered and a NullReferenceException is thrown
Reproduced in: 2019.3.0a3, 2019.2.0b2, 2019.2.0a12, 2018.4.1f1
Not reproducible in: 2019.2.0a11, 2019.1.3f2, 2017.4.27f1

Another release (2018.4.2f1) and still not fixed. This is a major bug that prevents me from working on the animation system. I need to reorder layers to get it running. This issue has been around for too long. Please, fix it..
