[Android][Vulkan] Vulkan API causes screen flicker on touch
How to reproduce:
1. Open the attached project "untamed-profile-gfx-2018-4.zip" from case 1222366
2. Open "Edit > Project Settings > Player > Android > Other Settings"
3. Disable "Auto Graphics API"
4. Add "Vulkan" to the Graphics APIs and remove all other entries from the list
5. Build the game on a device with Mali-T760 GPU renderer
Expected Behaviour: No flickering
Actaul Behaviour: Screen flickers occasionaly
Reproducible with: 2018.4.18f1
Not reproducible with(fixed): 2019.3, 2020.1
Could not test with: 2017.4 due to missing packages
