[Android] Touch input is ignored on UI when a Pen is present with a forced touch input schema enabled

Package: Input System

-

How to reproduce:
1. Open the "ReproPenInput.zip" project
2. Open the "SampleScene"
3. Build and Run for Android
4. Using a pen, interact with the UI present in the application
5. Then try to do the same with the finger touch

Expected result: The UI is not interacting with the pen input, but interacting with the touch input
Actual result: The UI is not interacting with the touch input, but interacting with the pen input

Reproducible with: 1.14.0, 1.13.1 (6000.2.0a7, 6000.1.0b12, 6000.0.44f1), 1.13.0, 1.11.2 (2022.3.60f1)

Reproducible environment: macOS 15.3.1  (M4 Max), macOS 15.2 (Reporters)
Not reproducible environment: No other environment tested

Reproducible with these devices:
VLNQA00323, Samsung Galaxy Note10 (SM-N970U), Android 12, CPU: Snapdragon 855 SM8150, GPU: Adreno (TM) 640
Samsung Galaxy Tab S6 (SM-T865), Android 12 (Reporters)

Not reproducible with these devices:
VLNQA00344, Samsung Galaxy Note20 Ultra 5G (SM-N986W), Android 11, CPU: Snapdragon 865 SM8250, GPU: Adreno (TM) 650
VLNQA00488, Galaxy Tab S6 Lite (SM-P615), Android 11, CPU: Exynos 7 Octa (9611), GPU: Mali-G72

Notes:
- You need a device with Pen support to test the issue
- Reproduce with both UIToolkit Controls that require UI input and uGUI Interaction Components, a.k.a the touch input is not recognized when the Pen is present
