All assets are reimported when installing Device Simulator package for the first time
How to reproduce:
1. Open the user's attached project
2. Select Window/Package Manager and install Device Simulator package
3. After the package is installed, open the Editor.log
4. Observe the reimported assets
Expected result: Project assets are not reimported (such as Cat 1)
Actual result: All assets are reimported (such as Cat 1)
Reproducible with: 3.0.0-preview, 3.0.1-preview (2020.2.0a17, 2020.3.15f2)
Not reproducible with: 2.2.4-preview (2019.4.29f1, 2020.3.15f2), 3.0.0-preview, 3.0.1-preview (2019.4.29f1, 2020.2.0a16)
Could not test with: 2021.1, 2021.2, 2022.1 (Device Simulator package is not supported)
Note: The issue is not reproducible when adding a package not for the first time
