[Addressables] The error "System.Exception: Trying to read non binary data at path " is shown when trying to load a catalog from a local file path
Reproduction steps:
1. Open the attached project “ReproProject“
2. Open the scene “Assets/Scenes/SampleScene.unity”
3. Enter Play mode
4. Observe the Console Window
Expected result: No error is displayed
Actual result: The error “System.Exception: Trying to read non binary data at path 'AddressablesDataBuiltFromOtherProject/Windows/StandaloneWindows64/catalog_0.1.json'.
at UnityEngine.ResourceManagement.ResourceProviders.BinaryDataProvider+InternalOp.Start” is shown
Reproducible with: 2.0.3, 2.0.8 (2023.2.19f1, 6000.0.0b15)
Not reproducible with: 1.19.19, 1.21.20 (2021.3.37f1, 2022.3.25f1, 2023.2.19f1)
Reproduced on: Windows 11 23H2 (22631.3007)
Not reproduced on: No other environment tested

Resolution Note:
Starting in Addressables 2.0 binary catalogs are expected to be loaded by default. To load from json catalogs enable to Addressable Settings > Catalog > Enable Json Catalog. Improved error message when trying to load a catalog in an unexpected file format.
