"Add 2D Vector Composite" option is missing when pressed on the plus button in the Input Actions window
Reproduction steps:
1. Open the attached project
2. Double-click the "Controls" asset in the Project window
3. Right-click on the TestAction in the Actions section in the Input Action window
4. Notice that "Add 2D Vector Composite" is there
5. Press the plus symbol on the TestAction
Expected result: "Add 2D Vector Composite" option is there
Actual result: "Add 2D Vector Composite" option is missing
Reproducible with: 1.0.0-preview.7, 1.0.0, 1.1.0-preview.1 (2019.4.12f1, 2020.1.8f1, 2020.2.0b6, 2021.1.0a1)
Not reproducible with: 0.2.10-preview, 0.9.0-preview, 1.0.0-preview.6 (2019.4.12f1, 2020.1.8f1, 2020.2.0b6, 2021.1.0a1)
Could not test with: 0.1.2-preview, 0.2.8-preview (console errors)

There is an issue also if you have an InputActionMap referenced in a script. In the editor if you click the plus button, it is also missing the Add 2D Vector Composite Option.

The plus menu correctly filters out the composite whereas the context menu did not.
