Action Maps are changed twice when using a shared key to switch between two Action Maps
How to reproduce:
1. Open the attached “IN-78675” project
2. Open the “Demo” scene and enter Play mode
3. Press the “Q” key
4. Observe the result in the Console window
Expected result: The Action Map is changed once, from “Player” to “Building”
Actual result: The Action Map is changed twice, from “Player” to “Building”, then back to “Player”
Reproducible in: 1.8.0 (2022.3.34f1), 1.8.2 (2022.3.34f1, 6000.0.7f1), 1.11.2
Not reproducible in: 1.7.0 (2021.3.39f1, 2022.3.34f1), 1.8.0-pre.2 (2022.3.34f1), 1.8.2 (2021.3.39f1)
Reproducible on: Windows 10, Windows 11
Not reproducible on: No other environments tested
