A UI element loses the "hovered" state when the element is removed and re-added to the parent element while hovering it
How to reproduce:
1. Create and open a new project
2. Extract and import the “HoverFirstFrameIssue.zip > Editor“ directory into the Assets directory
3. Open the “BugReport > Hover On First Frame Issue“ custom Editor Window from the Toolbar
4. Hover the mouse on both blue boxes
5. Observe the custom Editor window
Expected result: Both boxes change color to red when they are hovered
Actual result: The second box flashes in red, then turns blue again
Reproducible in: 2021.3.44f1, 2022.3.48f1, 6000.0.21f1
Reproduced on: Windows 11 Pro (23H2)
Not reproduced on: No other environment tested
