4097 heightmap size terrain slows down rendering when camera field of view is lowered
How to reproduce:
1. Open tester-submitted project (TerrainVSFOV.zip)
2. Open "SampleScene.unity" scene
3. Prepare profiler for render time observation
3. Play the scene
4. Scroll up via mouse wheel and observer framerate differences either in "Stats" window or profiler
Expected result: When lowering field of view, rendering times decreases due to culling
Actual result: When lowering field of view, rendering times increases due to culling
Reproducible with: 2017.1.4p1, 2017.2.3p1, 2017.4.5f1, 2018.1.4f1, 2018.2.0b8, 2018.3.0a1
