[2D][URP] Light gizmos have secondary low res bulb icon attached to them
Repro steps:
1. Open SampleScene in attached "2DLight Icon Bug" project
2. Observe 2D lights in scene have low res bulb icons
Expected result: Secondary low res bulb icon should not appear when gizmos visibility are on
Actual result: Secondary low res bulb icon appear when gizmos visibility are on
