2D lighting performance regression in Scenes that are using Shadow Casters

How to reproduce:
1. Open the attached project named "Case_1331230"
2. Open the "Test" scene and enter Play mode
3. Open the Profiler window
4. Under the CPU Usage section observe the ScriptableRenderer.Execute: New 2D Renderer Data entry

Expected results: Time used to render 2D lighting remains consistent across Editor streams or there is an improvement in newer ones
Actual results: There is a noticeable performance loss upgrading from URP 10.x.x to URP 11.x.x. This performance loss is even more severe in URP 12.x.x

Reproducible with:2021.1.0b1(11.0.0), 2021.1.8f1(11.0.0), 2021.2.0a17(12.0.0)
Not reproducible with: 2019.4.27f1(7.6.0), 2020.3.9f1(10.5.0), 2021.1.0a10(10.2.2)
Could not test with: 2018.4.35f1(URP was not yet available)

Notes:
1. URP 11.0.0 became available in 2021.1.0b1

  1. Resolution Note (fix version 12.0.0):

    Fixed in URP 12.0.0 and 2022.1.0a6. Fixed a bug and an issue with shadow culling that were causing performance regressions
