[2021.3] The view with the View Tool changes very slow when the project is opened and the view is not focused on any GameObjects
How to reproduce:
1. Open the attached project “IN_12133”
2. Open “SampleScene” in Scenes
3. In Tools select View Tool
4. Try to shift the view with View Tool
Expected result: the view can be shifted to the wanted position
Actual result: the view changes very slow (almost no movement)
Reproducible with: 2021.2.0a18, 2021.3.9f1
Not reproducible with: 2020.3.39f1, 2021.2.0a17, 2022.1.14f1, 2022.2.0b7, 2023.1.0a9
Reproducible on: Windows 10 Pro
Notes:
- Issue disappears if firstly project is opened on the not affected Unity version and after that, it’s opened on the affected version
- The issue remains after deleting all Game Objects
Workarounds:
- Press “F” on the keyboard to focus selected GameObject
- Use the scroll wheel to zoom as close as possible to a “Plane” GameObject and the issue disappears

Resolution Note:
The problem is that the project layout had serialized the previous scene view camera settings, which were set to a very small camera distance with a pivot far from origin. This is correct - the layout should serialize the scene view properties. The fact that the pivot and distance do not work well when loading this particular scene is just bad luck, and fortunately easily fixed by selecting and framing any object.
