[XR] Vulkan arm64 build crashes when run on Oculus Quest 1
Reproduction steps:
1. Open the user’s attached project
2. Open File > Build Settings
3. Switch the Platform to Android
4. Open Player Settings
5. Select IL2CPP
6. Build And Run on the device
Expected result: The application does not crash
Actual result: Application crashes
Reproducible with: 2021.3.1f1, 2021.3.3f1
Not reproducible with: 2020.3.37f1, 2021.3.0f1, 2021.3.4f1, 2022.1.8f1, 2022.2.0b1, 2023.1.0a3
Reproduces with these devices:
VLNQA00379, Oculus (Quest 2), Android 10, CPU: Snapdragon XR2, GPU: Adreno (TM) 650
