[XR][Oculus Go] CommonUsages.menuButton only once in a while responds to Oculus Go's back button
Repro steps:
1. Open attached project
2. Build and Run on Oculus Go
3. Rapidly press the back button on the controller
Actual: The text on the left which indicates which button is being pressed from time to time changes for a split second
Reproducible with: 2019.3.14f1, 2020.1.0b9, 2020.2.0a11

Resolution Note (2020.2.X):
As Go is EOL and this appears to be due to inconsistent input between Go and Quest, we're going to mark this one as will not fix. There should be workarounds on the user side, like polling the button down event directly. We have confirmed that those events seem to be arriving correctly.
