Magic Leap Manifest settings window appears blank and DirectoryNotFoundException is thrown on clicking the manifest settings tab under Magic Leap from the project settings window.

Steps to Reproduce:
1. Create a New Project
2. Window > Package Manager > XR Management > Install
3. Edit > Project Settings > XR Plugin Management
4. Download Magic Leap Loader
5. Edit > Project Settings > Magic Leap > Manifest Settings > Click

Actual Result:
1. Blank window appears for Manifest Settings
2. DirectoryNotFoundException is encountered in console

Expected Result:
1. Window should show Privileges options
2. Console should not have errors

Occurring on: 2020.1.0a15, 2019.3.0f1, 2019.2.11f1

Environment: Windows and Mac

Note: XR Management System was introduced in 2019.2 so unable to test on earlier versions.
