[XR Interaction Toolkit] Can't scroll with the mouse wheel on a Scroll Rect when using PrimaryAxis2D
Reproduction steps:
1. Open the attached project ("XRInteractionToolkitMouseScrollBug.zip")
2. Open "SampleScene" scene
3. Enter Play mode
4. Open the Game window and focus on it
5. Scroll using the mouse scroll wheel
Expected result: Scroll bar moves
Actual result: Scroll bar doesn't move and stutters
Reproducible with: XR Interaction Toolkit 0.9.4-preview (2019.4.10f1, 2020.1.6f1, 2020.2.0b3)
Could not test with: 2018.4.27f1 (XR Interaction Toolkit available from 2019.1)
