WSA uses 100, 140, 180 scales.
UWP uses 100, 125, 150, 200, 400 scales.
---
By design:
The scales is union of WSA 8.1 and UWP scales. The 100% scale is used on both, while others differ. User should set the required ones or all if the same game is built for both WSA 8.1 and UWP.
Windows Phone is provided as separate group because of different sizes from the rest.
