With multiple open projects, Reimport All always tries to reimport the project that was opened last
How to reproduce:
1. Open Unity Hub, create a project and leave it open
2. Open Unity Hub again, create a second project and leave it open
3. Go back to the first project, right-click in the Project window and select Reimport All
Expected results: The first project successfully reimports
Actual results: Message with an error about another instance of the second project already running appears, the project closes and does not reimport
Reproducible with: 2017.4.24f1, 2018.3.10f1, 2019.1.0b8, 2019.2.0a9
Note: Tested with Unity Hub 1.6.0
