Windows system buttons (close/min/restore) are not touch screen interactable when window width >= 1704
Steps to reproduce:
1. Download and open the attached project
2. Build for standalone
3. Launch the build on computer with a touch screen capable monitor
4. Maximize the window to increase window resolution
5. Press on any of the system buttons on the touch screen
Expected result: system buttons fully intractable with touch screen
Actual result: buttons become un-interactable when the screen width is higher than or equal to 1704px
Reproduced on: 5.3.8f1, 5.4.5p1, 5.5.3p2, 5.6.0p4, 2017.0b4
Notes:
-Interaction with the mouse works as intended
