[Windows][Standalone] Windows.Webcam fails to capture video for Standalone player and Editor
After the code move from XR.WSA.Webcam to Windows.Webcam, the video capture does not work on Windows standalone player or Editor.
There is no error, warning or crash. The process fails silently at VideoCapture.AsyncCreate, the very first function called to create an instance.
Repro:
1. Use the attached project
2. Build Windows standalone player
3. Click the square button
4. Check folder: [UserName]/AppData/LocalLow/[Company Name]/[Project Name]
Expected: A short video is saved to the above location
Actual: No video is saved.

Resolution Note (2019.2.X):
These classes are only supported on UWP. They never worked on Windows Standalone or the editor.
