[Windows] Recommended and Downloaded Learn tabs are empty and have scrollbar
Reproduction steps:
1. Open Unity Hub
2. Open Learn section
3. Click on Recommended or Downloaded tabs and observe
Actual result: No items are displayed and scrollbar is present
Expected result: Items are displayed in Recommended tab and scrollbar only appears when there’s too many items to fit into the window
Reproducible with: 3.16.1
Reproduced on: Windows 11
Not reproduced on: macOS Sequoia 26.2 (M4)
