[Windows] Popups created with PopupWindowWithoutFocus do not close when editor window is being moved
Steps to reproduce:
1. Create new project
2. In scene view, select camera
3. Click on culling mask dropdown
4. Move the main editor window without closing the dropdown
Actual result: Culling Mask popup doesn't close
Expected result: Culling Mask popup is closed as soon as mouse is clicks on the main editor title bar
Reproduced with: 2021.1.0b6, 2021.2.0a5
Not reproducible: 2019.4.20f1, 2020.2.2f1 (uses old kind of popup)
Reproduced with Windows 10
Not reproducible on macOS
