[Windows][OpenGL Core] Graphical artifact when going from fullscreen to windowed using Screen.SetResolution
How to reproduce:
1. Open user-submitted project (exit-fullscreen-bug)
2. Make sure the Graphics API is set to 'OpenGLCore'
3. Build and run the player
4. If the player is not yet in fullscreen mode click the 'Fullscreen' button
5. Click the 'Windowed' button
Expected result: the player switches to windowed mode without any issues
Actual result: the player switches to windowed mode with most of the screen displaying a black artifact
Reproducible with: 2017.4.27f1, 2018.3.2f1, 2019.1.0a12
Not reproducible with: 2018.3.3f1, 2018.4.0f1, 2019.1.0a13, 2019.1.3f1, 2019.2.0b2, 2019.3.0a2
Notes:
Moving/minimizing the window removes the artifact and once again starts rendering normally
