[Windows] Non-main Editor windows leave artifacts when resizing
How to reproduce:
1. Open any project
2. Drag out Console, so that it becomes it's own window
3. Try resizing it
Expected result: Console resizes dynamicaly
Actual result: Console freezes when resizing
Reproducible with: 2023.1.0b1
Could not test with: 2020.3.46f1, 2021.3.17f1, 2022.2.4f1, 2023.1.0a26
