[Windows][DualShock4] Bluetooth DualShock 4 controller is seen as active device after turned off.
When using bluetooth DualShock 4 controller, if it is turned off (holding system button for a few seconds), the device is still listed in the active list.
Repro:
1. Download package at: https://github.com/Unity-Technologies/InputSystem
2. Connect a bluetooth DualShock 4 controller
3. Open Input Debugger
4. Turn the DualShock 4 controller off
Actual: The controller is listed as active device after it is turned off
Note: This may be Windows system issue. In the Windows Bluetooth & Other Device menu, the DualShock 4 controller is shown as connected after it is turned off.
And the only way for ISX to detect it disconnected correctly is to remote the device in the System Bluetooth menu.

Resolution Note:
I don't think we can do anything about this if the system still considers it connected.
