[Windows] Custom EditorWindow height is 6 pixels longer than the maxSize/minSize when its set to the biggest/smallest size
Reproduction steps:
1. Open the attached project
2. Open “Window/My Window” in the menu bar
3. Increase the size of “My Window” to the maximum
Expected result: “800” is logged in the Console window
Actual result: “806” is logged
Reproducible with: 2020.3.39f1, 2021.3.9f1, 2022.1.14f1, 2022.2.0b6, 2023.1.0a9
Reproducible on: Windows 10
Not reproducible on: macOS 12.4 (Intel)
