[WinArm][DX12] Game View gets redrawn to black every few frames
Steps to reproduce:
- Open the Game View window
- Move the mouse around to have it redrawn
- Observe the occasional black flicker
Reproducible with: 2021.3.34f1, 2022.3.18f1, 2023.2.8f1, 2023.3.0b6
OS: Windows 11 Arm
Note: Not reproducible with DX11
