White lighting artifact when a point light with a small emission range and "Hard Shadows" touches an object while a directional light with "Soft Shadows" and another point light are present

Reproduction Steps:
1. Open the attached "IN-121471_REPRO_v2" project
2. Open the “/Assets/Scenes/SampleScene.unity”
3. Observe the Game view

Actual Result: White lighting artifact is present (with a smaller black artifact inside of it sometimes)
Expected Result: No white lighting artifact

Reproducible with: 6000.0.63f1, 6000.1.0b2, 6000.2.14f1, 6000.3.0b10, 6000.4.0a5, 6000.5.0a2
Not reproducible with: 2023.3.0a9, 6000.1.0b1
Could not test with: 2023.3.0a3 (URP “GPU Resident Drawer” component missing)

Not reproducible on: No other environment tested

Workaround: set higher emission ranges for "Point Light 1"

Notes:
- There is a default "Directional Light" present; if disabled or "Shadow Type" is set to anything but “Soft Shadows”, the issue cannot be reproduced
- There is a default point light ("Point Light 2") present; if disabled, the issue cannot be reproduced. "Shadow Type" for that point light doesn't matter; it just needs to be present in the vicinity of the object ("Cube")
- The artifact can only be observed on an object at a specific angle, depending on where "Point Light 1" and "Point Light 2" are located
- You can replace point lights with spot lights with the same "Shadow Type" settings and ranges (must have an appropriate shape)
- The artifact can only be observed within a specific distance
- There is an attached customer project that exhibits the same issue, reproduced in a similar way; it looks similar but has higher reproduction range limits (as long as the object is in view and camera is some distance away), depends on bloom volume, “GPU Resident Drawer” component set to "Instanced drawing", and flickers sometimes depending on what your cursor is pointing at, also has greater angle ranges to see it.
