Wheel Colliders fall into the ground when changing parent RigidBody attributes and the Colliders are touching a sibling GameObject's Collider

How to reproduce:
1. Open the “WheelColliderClipping.zip“ project
2. Open the “Bug“ Scene
3. Enter Play Mode and focus on the Scene view
4. Select the “Parent“ GameObject in the Hierarchy
5. Edit any attribute of the RigidBody Component in the Inspector
6. Observe the Scene view

Expected result: When the attributes are changed, the Wheel Colliders do not start clipping the ground
Actual result: When the attributes are changed, the Wheel Colliders start clipping the ground

Reproducible in: 2023.3.0a19, 6000.0.21f1
Not reproducible in: 2021.3.44f1, 2022.3.48f1, 2023.3.0a18

Reproduced on: Windows 11 Pro (23H2)
Not reproduced on: No other environment tested

Notes:

- If the “Parent” GameObject is disabled and re-enabled fast, the wheels do not clip the ground anymore
- If the Wheel Colliders do not touch any sibling Colliders, they will not start clipping the ground
- The Cube GameObject can be moved while in Play Mode, to observe the behavior more in-depth
