[WebGL] [URP] Scene is rendered black in WebGL build when Depth Texture is enabled
Reproduction steps:
1. Open the project from the attached file "1240228.zip"
2. Make sure Depth Texture is enabled in the UniversalRenderPipelineAsset settings
3. Build the project
4. Inspect the WebGL build in the browser
Expected result: the game window in the browser is rendered
Actual result: the game window in the browser is fully black
Reproducible with: 5.3.1(2019.2.0a11), 7.3.1(2019.3.14f1, 2020.2.0a11), 8.1.0(2020.1.0b9, 2020.2.0a11), 9.0.0-preview.14(2020.1.0b9, 2020.2.0a11)
Not reproducible with: 4.10.0-preview(2018.4.22f1), 2019.2.0a11(5.2.3)
Notes:
- Does not reproduce on Windows or Mac build
- Default quality settings are the same for Windows and WebGL

Resolution Note (fix version 10.0.0):
The fix has been submitted to the URP project. I will get the fix backported to the current versions of URP once it's in.
