[WebGL] TapCount is not returned when accessing it through Input.GetTouch in Android device
How to reproduce:
1. Open attached project "Case_1112929_repro.zip"
2. Build the project for WebGL
3. Open the build in Android device
4. Touch the screen
Expected result: The screen becomes green, indicating that the Input.GetTouch returns correct answer TapCount - 1
Actual result: The screen becomes yellow
Reproducible with - 2017.4.23f1, 2018.3.8f1, 2019.1.0b7, 2019.2.0a8
