[WebGL] Scrolling causes random cursor jumps in chrome browser builds
Reproduction steps:
1. Download the attached project
2. Build the project to WebGL platform
3. Open it with chrome
4. Click on '2' to lock your mouse
5. Move your mouse around and scroll the mouse wheel at the same time
6. Observe the cube jumping randomly
Note: this does not happen on other browsers, or on different operating systems. It's specific to Chrome on Windows
Reproduced on 5.4.2f2, 5.5.0b10, 5.3.6p5 versions of Unity
