[WebGL] Scripts Only Build Fails
To reproduce:
1. Create a new project
2. Build it for WebGL properly
3. Build it for WebGL again with Scripts Only Build turned on
Expected: the Scripts Only Build doesn't fail
Reproduced in 2017.3.2f1, 2017.4.7f1, 2018.1.8f1, 2018.2.0f2, 2018.3.0a5
