[WebGL][macOS] Build fails with "ENOENT: no such file or directory" when package includes a ".jslib" file
How to reproduce:
1. Create a new project using the default 3D template
2. In the Package Manager, import the provided package locally from Github
3. Make a WebGL build
4. Wait for the building process to finish
Expected result: Player is built successfully
Actual result: "Error: ENOENT: no such file or directory" error is thrown for a ".jslib" file
Reproducible with: 2021.2.0a17, 2021.2.0b2, 2022.1.0a2
Not reproducible with: 2020.3.14f1, 2021.1.14f1, 2021.2.0a16
Couldn't test with: 2019.4.28f1 (package references missing namespaces)
