I've tried to repro with 5.6.2p4, 2017.1.1p1, 2017.2b11, 2017.3a and custom cursor works for all in FF and chrome.
There is currently an issue with Edge itself not showing any cursor but that is for MS to fix.
If you continue to see this then please file a new bug report with a repro project.

Problem is still present in Unity 5/6/1f1. When building for and running in WebGL my custom cursor does not appear (in Firefox -- have not checked other browsers). The Windows default cursor appears instead.
