[WebGL] cannot run project in Chrome via a file:// path using --allow-file-access-from-files option

Steps:
(1) Extract Build folder from attached ZIP (other files/folders are source code for reference if desired).
(2) Shut down Chrome processes and run Chrome with --allow-file-access-from-files (or upload extracted files to webserver).
(3) Open Build\index.html
What should happen:
The project should open and the test.png image should be displayed
What does happen:
Error messages are displayed in the browser's dev tools console.
The Unity docs at https://docs.unity3d.com/2019.4/Documentation/Manual/webgl-building.html say it's possible to open with a file:// URL
