Projects can not be built outside the project directory
Reproduction steps:
1. Open a new project
2. Save the scene
3. Open "Build settings"
4. Select "WebGL" or "Windows standalone"
5. Press "Build and run" and select directory outside a project folder
Actual results: Project is not built
Expected result: Project is built
Reproduced on 5.5.0b2, 5.5.0b1

I notice in the Beta 5.5 release notes, this issue is listed as "Windows Store: Building to a folder outside of the project folder fails". Just need to point out that it is not related to Windows Store specifically. As stated in the main description of this report, it also affects Windows Standalone and other build targets.
