[WebGL] Build fails to compile when using Unicode characters in the .jslib file
Reproduction steps:
1. Open the user's attached project
2. Open Assets/Scenes/Scene1.unity
3. Go to File > Build Settings and click Build And Run
Expected result: Build compiles successfully
Actual result: Build fails to compile
Reproducible with: 2021.2.0b1, 2021.3.3f1, 2022.1.2f1, 2022.2.0a15
Not reproducible with: 2019.4.39f1, 2020.3.34f1, 2021.2.0a21
Reproducible on: Windows 10
