WebcamTexture.devices field is not updated when disconnecting webcam on WebGL build
Reproduction steps:
1. Open the attached project ("case_1273253-WebCamTexture.zip")
2. Make a WebGL build and run it
3. Open browser's console
4. Inspect webcam device count printed in the console
5. Connect/disconnect a webcam device from the machine
Expected result: Device count changes to reflect the actual device count
Actual result: Device count remains the same
Reproducible with: 2018.4.27f1, 2019.4.9f1, 2020.1.4f1, 2020.2.0b1
Tested with: Chrome (85.0.4183.83), Firefox (80.0), Edge (85.0.564.44)
Note: The issue does not reproduce on Editor or Standalone (Windows10) builds
