WasPressedThisFrame registers input right after rebinding on a PS4 controller
How to reproduce:
1. Open the user's attached project "WasPressedThisFrameBugRepro.zip"
2. In the Project tab, open Assets/Scenes/SampleScene.unity
3. Connect a PS4 controller
4. Enter Play Mode
5. Press any button on the gamepad once
6. Observe the Console tab
Expected results: one message can be seen in the console ("RebindEnded() frame X")
Actual results: two messages can be seen in the console ("RebindEnded() frame X" and "Update() frame X+1")
Reproducible with: Input System 1.1.0-preview.1, 1.1.0-preview.3 (2019.4.21f1, 2020.2.6f1, 2021.1.0b8, 2021.2.0a6)
Could not test with: 2018.4.32f1 as it uses outdated versions of Input System, Input System 1.0.2 (2019.4.21f1, 2020.2.6f1, 2021.1.0b8, 2021.2.0a6) due to errors
Notes:
- The issue is not reproducible with an Xbox One controller
