WaitForTargetFPS takes twice longer on 4.3
To reproduce:
1. Create new 4.2 project
2. Run empty scene with profiler (3-4ms with 10ms spikes)
3. Create new 4.3 project
4. Run empty scene with profiler (6-7ms with long 10+ms spikes)
