[Vulkan] The amount of memory allocated for textures on Vulkan is almost doubled compared to GLES3
Repro steps:
1. Open attached project
2. Make sure Vulkan is in use
3. Build and Run a dev build on Android/WindowsStandalone
Actual: The "gfx memory" which displays Profiler.GetAllocatedMemoryForGraphicsDriver is double the size on Vulkan
Reproducible with: 2018.4.26f1, 2019.4.6f1, 2020.1.0b16, 2020.2.0a19
