[Vulkan] Framedebugger GameView preview is all white when using Vulkan API and Universal RP
How to reproduce:
1. Open the attached project
2. Make sure your Editor is using Vulkan API (Project Settings > Player > Other Settings > Graphics API > Vulkan (make sure it's at the top)
3. Open the "SampleScene" Scene and enter the PlayMode
4. Open the FrameDebugger window and click Enable
5. Select the items on the FrameDebugger and observe GameView
Actual: The preview of most of the items is plain white in a GameView
Expected: The GameView displays each item preview
Reproducible with: 2018.4.23f1, 2019.3.14f1, 2020.1.0b9, 2020.2.0a4
Note: only reproduces when using Vulkan API and Universal RP
