[Vulkan] Editor resizing is not as smooth compared to DX11
Steps:
1. Create new empty 3D project
2. Change Graphics API to Vulkan (Edit -> Project Settings... -> Player -> Other Settings -> Graphics API)
3. Resize editor window / tabs
4. Compare the smoothness while you drag to resize the editor window, and compare it with DX11
Actual result: Vulkan is more laggy. See comment if you want to see performance in numbers.
