[Vulkan][AMD] Objects are not rendered when the Camera has Clear Flags set to Skybox
How to reproduce:
1. Open the attached "case-1145367_VulkanAMD" project
2. Inspect the cube in the Game view
3. Select "Main Camera" in the Hierarchy and set the Clear Flags to Skybox
4. Inspect the Game view again
Expected results: The cube is still being rendered
Actual results: The cube is not rendered and only the skybox is visible
Reproducible in: 2019.1.0f2, 2019.2.0a11
Not reproducible in: 2017.4.25f1, 2018.3.13f1, 2019.1.0a9
