[XR][Vulkan] Realtime lights do not render as expected on Vulkan
How to reproduce:
1. Open attached Unity project
2. Play Start scene
3. Go to RealtimeLightsAtDistance (25) scene
4. Look at the moving plane and move headset around
Expected Result: Lights are rendered correctly
Actual Result: Lights are clipped and not rendered as expected
Reproducible with: 2019.3.0a3, 2019.2.0b2, 2019.1.3f1, 2018.4.1f1
Not reproducible with: 2019.1.0a3, 2018.4.0f1

Resolution Note:
We currently do not support using Vulkan for XR on Desktop. We will re-visit this configuration in the future
