[XR] Half of screen is always shaded in Single Pass Instanced on AMD cards
Steps to reproduce:
1. Download and open the attached project
2. Enter Playmode
Expected result: scene gets shaded according to the scene objects
Actual result: top left half of the game view is all shaded
Reproduced on 2017.15f1, 2018.1.9f2, 2018.2.16f1, 2018.3.0b10, 2019.1.0a9
Notes:
-DUT:
Reproducible: Radeon Pro WX 9100
Not reproducible GTX 970
-Switching rendering to deffered also causes right eye render to be distorted
