Visual Element Enabling and Disabling causes Disabled element to not be greyed out
Reproduction steps:
1. Open user attached Project
2. Press Window > Sort bug Window > Sort by Descending
Expected result: The Elements are greyed out because they're disabled
Actual result: The Elements are fully coloured even though they're disabled
Reproducible with: 2019.4.24f1, 2020.3.3f1, 2021.1.2f1, 2021.2.0a12
Could not test with: 2018.4 (Project breaks)
