VideoPlayer skips first frames when transcode is disabled on Windows
How to reproduce:
1. Open the attached project ("1190020.zip") using the EnvIronman VM (more information in Edit).
2. Enter Play mode
3. Inspect the Console logs
Expected result: -1 frame is printed and later frames are printed in a sequence [0, 21]
Actual result: -1 frame is printed and later frames are printed in a sequence [2, 25]
Reproducible with: 2018.3.0a1, 2018.4.11f1, 2019.2.9f1, 2019.3.0b7, 2020.1.0a8
Not reproducible with: 2017.4.33f1, 2018.2.21f1
Notes:
Enabling transcode with any settings will fix the issue.
The issue is not reproducible on Mac.
Tested with mp4 and mov video formats.
